The Lake Jackson Sanitary District Advisory (AKA Road Committee) is dedicated to the vigilant care and improvement of our community's roads with a commitment to clear communication, citizen participation and the most judicious use of our tax dollars.

About:
Service Districts are created when a group of residents or business owners petition the County to provide non-routine services to a certain geographical area. Residents of Service Districts pay an additional tax to the County to cover the cost of services not provided routinely by the County.
Prince William County has two Service Districts -- Bull Run Mountain and Lake Jackson. The residents within these Service Districts pay a levy collected by the County's Finance Department and recorded in a separate special revenue fund that is managed by the Department of Public Works. The Department of Public Works coordinates road maintenance work requests with their respective associations serving the communities.
The Lake Jackson Service District was created on May 5, 1992. It was established pursuant to Section 15.1-18.2 VA Code Ann. by ordinance duly adopted by the Board of County Supervisors. The Service Districts were created to provide a funding mechanism for the maintenance of the existing, non-state maintained roads within Lake Jackson Estates. Steep grades and too narrow right-of-way widths prevent the current roads from being upgraded to the Virginia Department of Transportation (VDOT) standards.
Funds from the Service District are not used for repairs or maintenance of the Lake Jackson Dam.
The Lake Jackson Service District Advisory Committee was formed with the creation of the Lake Jackson Service District, as a means to communicate road maintenance needs between all Lake Jackson homeowners and residents and the County. The Committee comprises of volunteer property owners in the community, both members and non-members of the Citizen Association. The Road Maintenance Agreement contains provisions for how the Road Committee functions.
The Committee works with the Prince William County Department of Public Works to recommend road maintenance, including snow removal, and to make improvements to roads, ditches and culverts.

Get Involved:
The Road Committee can include up to 12 members who are citizens residing or owning property in the Lake Jackson Sanitary District. Initial terms shall end on December 31, 1995. Thereafter, members shall serve 4-year terms which shall end on December 31 of the year in which the terms of the Board of County Supervisors expire.
With over 400 houses in the Lake Jackson Service District, the more volunteers who care about improving the conditions of our roads, the better. Contact the Coles District Supervisor or acting committee chair, Michael Trentacoste, at

Types of Road Maintenance
Routine Road Maintenance: [From Contract 14033BA3, Roadway Maintenance and Snow Removal for Service Districts, County of Prince William]
Two seasonal campaigns - spring and fall - begin in March and September, respectively, and include (but are not limited to) the following:
- Scarify, regrade, and/or recrown with a motor grader and compact with a roller.
- Use a water truck to control dust or increase moisture content of existing gravel surfaces on travelways.
- Spread and compact new gravel over sections of the travelways where the existing surface has been eroded or rutted. Material will be provided by the County.
- Clean, clear and/or redefine roadside ditches to provide positive flow and to eliminate storm water flow on the travelways.
- Stabilize ditches as requested.
- Install storm water culverts in selected areas to facilitate roadside drainage.
- Trim vegetation which overhangs or encroaches on the travelway or obstructs the line-of-sight for traffic and/or road signs.
- Flush/clean drainage culverts to remove silt, gravel, debris, and other materials that may obstruct normal water flow.
- Provide pothole repairs to existing tar and chip roads.
- Check and replenish materials in snow barrels. Replace damaged snow barrels as required.
Snow Removal

The following items are some examples of snow removal activities:
- Designated travelways will be cleared of all loose or unpacked precipitation and pushed beyond the ditch line where possible.
- Treatment of hardpack snow or ice will be removed (?) as directed by the District Designee.
- Road intersections will be cleared to allow free flow of traffic in all directions.
- Driveway entrances shall remain passable at all times.
- Drainage patterns will be established to promote meltwater runoff into existing drainage ways.
- Sanding/stone chip spreading services may be used during icing conditions or for light snow not suited for plowing.
